D.R. Patil, Vice-President of the Karnataka State Decentralization Project and Development Committee, stated that in a democratic system, citizens are the rulers and that the powers granted to Gram Panchayats (GP) must be exercised effectively for development.
He was speaking after reviewing the preparation of the annual draft development plan for 2026-27 at the Hoddur Gram Panchayat Hall.
He emphasized that powers granted under the law should be exercised in accordance with constitutional intent and that the Panchayat Raj system must be strengthened to promote rural development.
He stated that people themselves are representatives and suggested that appointments in schools, hospitals, and Anganwadis should be made locally.
He stressed that decisions taken by the Gram Sabha should be final and that local residents must take responsibility for village development.
He noted that since there is no party politics in the Gram Panchayat system, consensus decisions can be taken for the welfare of all sections.
He suggested printing and distributing manuals on the powers and functions of Gram Panchayats.

He emphasized that village development should be guided by Mahatma Gandhi’s vision of “Ramrajya” and Rajiv Gandhi’s vision of rural development, social justice, and modern technology.
He stated that he would attend the Gram Sabha meeting scheduled in Hoddur in July.
Kempegowda, Special Advisor to the State Decentralization Planning and Development Committee, said that the government aims to strengthen elected local bodies and has granted special powers accordingly.
He emphasized that governance should align with public expectations and that all voters should be made aware of Panchayat development initiatives, including beneficiary selection and action planning.
He noted that the government plans to implement this as a people’s project in 2027-28, requiring active public participation.
Gram Panchayat member Monnappa requested an increase in funding.
Gram Panchayat President Hansa emphasized the need for cooperation between the government and local bodies for rural development.
A local resident requested that housing scheme grants be increased to Rs 5 lakh.
