The Kushalnagar Town Municipal Council has appealed to the public, contractors, builders, and construction agencies to scientifically manage construction and demolition (C&D) waste in accordance with the Environment (Construction and Demolition) Waste Management Rules, 2025, notified by the Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India.
The new rules, which will come into effect from April 1, 2026, replace the 2016 regulations and aim to promote the scientific management, reuse, and recycling of construction and demolition waste.
According to the Municipal Council, waste generated during construction, demolition, repair, and renovation activities must be segregated and collected at the source. Materials such as concrete, bricks, metal, wood, glass, plastic, and soil should be separated and handed over only to authorised collection centres or recycling facilities.
The Council has cautioned that dumping construction and demolition waste on roads, vacant sites, canals, lakes, rivers, public places, or government land is illegal and will invite legal action.It further stated that large construction projects are required to prepare and implement a Construction and Demolition Waste Management Plan (C&D Plan). Manufacturers of construction materials and related organisations must also comply with the provisions of the Extended Producer Responsibility (EPR) framework.Authorities warned that violations of the rules could result in legal action, including the imposition of penalties and environmental compensation.
Appealing for public cooperation, the Municipal Council urged citizens not to dispose of construction waste indiscriminately and to use only authorised collection systems. It also encouraged the public to promote the reuse and recycling of construction materials to help build a clean, safe, and environmentally sustainable town.
