State Vice-President of Guarantee Schemes S.R. Mehroz Khan said Karnataka has emerged as a model welfare state due to the effective implementation of guarantee schemes, with over Rs1.12 lakh crore spent statewide.

He was speaking at an interaction programme organized by the Kodagu Journalists Association.
