A resolution opposing the 7th Draft ESA Notification was passed at a general meeting held at the City Municipal Council Hall under the chairmanship of President P. Kalavathi.
The 10-acre area identified within the limits of 2nd Monnangeri village for a garbage disposal facility has reportedly been included in the area covered under the Draft Notification. As a result, the CMC is now faced with the need to identify an alternative site for garbage disposal.
Leader of the Opposition in the Municipal Council, Amin Mohisin, said that crores of rupees had already been spent on the 10-acre land identified for the garbage disposal unit at 2nd Monnangeri. He objected to the proposal to abandon the land and instead identify five acres at Katekeri.
BJP member Kalachanda Appanna said that the District Collector had reserved five acres of land at Katekeri as an alternative to the land at 2nd Monnangeri. However, he brought to the attention of the meeting that there was no level land available at the proposed site for garbage disposal.
Former President Anita Poovaiah said that the Forest Department had agreed to provide the 10 acres of land already identified at 2nd Monnangeri to the Municipal Council. In addition, the RTC for three acres had also been issued to the Municipal Council. Therefore, she felt that appropriate legal steps should be taken to utilise the same land for garbage disposal.
CMC Commissioner H.R. Ramesh said that there was currently no space available for the disposal of garbage accumulating within the limits of the Madikeri Municipal Council. He therefore appealed to the all-members’ meeting to take an appropriate decision regarding the acquisition of the required land.
The Municipal Engineer informed the meeting that obtaining approval from the Environment Department would be difficult, as 2nd Monnangeri village had been included in the list of villages falling within the environmentally sensitive area proposed under the Kasturirangan Report.
Following a lengthy discussion, the meeting decided to meet the District Collector and the Forest Minister to resolve the issue.
