Fraudster dupes police and gets a gun exemption certificate by showing that he is a Jamma Land holder

The Bhagamandala police discovered that an individual had submitted fake documents claiming ownership of Jamma land – which actually belongs to someone else – to obtain a gun exemption certificate.

The story of two Balakrishnas

One Balakrishna from Bhagamandala legitimately holds a gun license based on his ancestral Jamma land. However, without his knowledge, another person named Balakrishna allegedly created fake documents claiming the same Jamma land as his own and procured the exemption certificate. As a result, two different individuals have secured guns under the same landholding, creating concern for the police.

Following this incident, the police have launched a broader investigation to find out how many more people might have illegally obtained gun licenses in this manner. The public is also questioning how the district administration issued gun licenses without proper verification.

Who Can Get a Gun Exemption Certificate in Kodagu?

In Kodagu, firearms are an integral part of Kodava culture. As such, only individuals who are Kodavas(Coorgs) or Jamma landholders are legally permitted to obtain gun exemption certificates and own firearms.

Historically, after the fall of Srirangapatna, the Rajas of Kodagu invited various communities to settle in the region. Some of these settlers were granted Jamma lands that had previously belonged to Kodavas who perished in the battles with Tipu Sultan or were exterminated by the Sultan. Others were awarded new Jamma lands in recognition of their support in helping the Kodavas and the Raja defeat Tipu Sultan. Over time, many of these new Jamma landholders adopted Kodava customs and traditions – guns, too, became an important cultural symbol for them.

Today, only Kodavas and other recognized Jamma landholders are eligible for this arms exemption. Granting this traditional right to unauthorized individuals can lead to criminal misuse and law enforcement challenges.

Senior and experienced legal counsels, along with respectable Ur Thakkas suggest that it is essential for the police to thoroughly verify claims before issuing gun exemption certificates in Kodagu.
